Scope of Services

The appointed service provider will be responsible for delivering comprehensive security services for the Goethe-Institut’s premises. These services are required around the clock, every day of the year. The Goethe-Institut is located at 63 Alykhan Road, Upanga, Dar es Salaam.

The Goethe-Institut seeks the following services:
  • Continuous on-site presence of one unarmed guard, stationed in the guardhouse, conducting regular nightly patrols of the premises.
  • Continuous remote monitoring of the premises using advanced security surveillance technology.
  • On-demand security services/personnel for special events, requiring one additional unarmed guard (hourly rate).
  • Subcontracting is not permitted.
The initial contract term is two (1) years (12 months), commencing on 01.09. 2024, and concluding on 01.09. 2025, with an option for a One-year extension. Proposals must include pricing that remains valid and binding for the entire contract period, with any anticipated annual increases clearly outlined.

Proposal Requirements

In your proposal, please address how you will fulfill both aspects of security (on-site presence & remote off-site monitoring) as outlined above (bullet points accepted).
Additionally, please confirm the following details (proof and supporting documents may be requested later):
  • Company history, including address, registration and tax numbers, years in the security industry, and average employee tenure
  • 24-hour emergency contact number
  • References of long-term corporate clients
  • Details of security staff working hours, training frequency and coverage, annual turnover, and liability insurance coverage
  • Monthly fee structure
  • Hourly rate for temporary guards at events
  • Fleet details, including total number of reaction vehicles and dedicated vehicles in Upanga, Dar es Salaam.
  • Staffing information, such as total number of security employees (excluding administration), staff allocation for Upanga, Dar es Salaam., and operating areas of the company
  • Please provide a short, detailed description of the social responsibility benefits for employees like health insurance, holidays per year, extra salary/pay at the end of the year, retirement pension and any other benefit you might have.

Agreement Terms

The Goethe-Institut prefers a single point of contact for all security, invoicing, and administrative inquiries. In case of subcontracting, communication will be solely with the lead company.
Invoices must be submitted physically and per e-mail within 30 days of service delivery; Invoices must be precise and include all the relevant prices and taxes. Late invoices will be considered forfeited. Correction of invoices more than once will also result in forfeiture.

Company Profile

As part of your proposal, please furnish the following details (proof and supporting documents may be required later):
  • Assurance of a reaction time within 300 seconds for emergency calls to the Goethe-Institut at Alykhan Road no. 63, Upanga, Dar es Salaam.
  • Registration status with BRELA
  • Permit from the Ministry of Internal Affairs
  • Affiliation with emergency medical response teams
  • Hourly wage for security officers.

Selection Process: Eligibility & Evaluation Criteria

The following criteria will be considered:
  • Eligibility: Minimum 5 years' experience in security, registration with security sector entity, adherence to invoicing conditions, and adequate insurance coverage.
  • Evaluation: Pricing, armed response capabilities, training protocols, customer service, and corporate social responsibility initiatives.

Timeline & Submission Guidelines

We seek a One-year contract, starting from 01.09. 2024, with a possibility of extension. Interested parties:
  • Can submit queries via email to Alpha Parsalaw at alpha.parsalaw@goethe.de by 05.08.2024. Responses will be anonymized and shared by 09.08.2024.
  • Must submit proposals by 05.08.2024, at 14:00 hours. Late submissions will not be considered.
  • Can withdraw proposals in writing to alpha.parsalaw@goethe.de.
  • Are bound by their bids until 05.08.2024.
  • Acknowledge that preparation of proposals and attached documents entail no remuneration and become property of the Goethe-Institut.
  • Understand that documents provided by the Goethe-Institut in response to proposals are confidential and non-compliance may affect consideration.
  • Short-listed parties will undergo a Q&A session and presentation.
The Goethe-Institut reserves the right to not award the tender.
