Stabilisation Fund for Culture and Education in Ukraine

The Russian war of aggression against Ukraine has not only had a dramatic impact on cultural life in the country. The work of artists, cultural and media professionals and civil society initiatives has become threatened or impossible in many respects.

The Stabilisation Fund 2023 for Culture and Education is a project of the Goethe-Institut to sustainably strengthen the resilience of cultural and educational partners in Ukraine and is currently still subject to the approval of the project funds by the Federal Foreign Office.

Conditions of Funding

Ukrainian cultural organisations in the fields of theatre, dance, film, music, literature, visual arts, performance, architecture, library and museum

We support structure-preserving projects of cultural organisations in Ukraine that contribute to stabilising and preserving cultural diversity. In particular:
  • Artistic projects and partnerships, events and programme development
  • Festivals
  • Digital development and networking
  • Training programmes
  • Travel, equipment, personnel and operating costs
  • Protection of cultural heritage
A funding amount of up to 25,000 euros can be applied for.


Funding is not available for:
  • Individuals
  • Projects that are carried out in Germany
  • Organisations that are not based in Ukraine
  • Projects already started
  • Charitable projects
  • Charity events
  • Projects with party-political, religious or ideological content
  • Scientific projects

  • Relevance of the organisation for the local cultural scene and civil society
  • Quality and sustainability of the project proposal
  • Plausible concept and realistic feasibility in terms of time, staff and resources
  • The organisation is eligible to receive international funding and can ensure and demonstrate its use in accordance with public procurement law and anti-corruption standards
  • No official bankruptcy proceedings have been initiated or are pending against the organisation

  • Profile of the organisation
  • Schedule
  • List of participants or staff in the project with function and place of residence
  • Financial plan with expenses and income incl. contributions in kind
  • Confirmation of additional income
  • Self-declaration of financial capacity
  • Statement on the organisation’s current financial situation in accordance with the fund’s eligibility criteria
  • Documents such as flyers, programmes or links to websites or videos showing the organisation’s work in the cultural or educational field
  • Proof of legal form and registration of the applicant organisation
  • Annual financial statements for the last two years or other documents such as audit reports or income/expenditure calculations or financial plans of projects already implemented or self-declaration of the impossibility of submitting such evidence

Application is only possible via Goethe Application Portal.

For organisational reasons, the application must be submitted in English.

We will inform you about the decision on funding between 4th and 18th September.

The project must be implemented by 31 December 2023 at the latest.
