Invitation to Bid

The Goethe-Institut invites consultants in Sub-Saharan Africa to bid for a service agreement for the design and implementation of Monitoring, Evaluation, and Financial Tools and Training for Civil Society.
Organisations in 2025 and 2026. This initiative is part of the “African Feminisms – Rights, Representation, Resources” project. The project is implemented by the Goethe-Institut in Nigeria, Rwanda and South Africa and funded by the German Federal Foreign Office.

Context

The project ‘African Feminisms - Rights, Representation, Resources’ is based on the guidelines of the German feminist foreign policyand aims to explore feminisms on the African continent and in Germany. The aim of the project is to apply feminist practices in training and capacity-building programmes and to open new perspectives on feminisms through discursive and artistic work. The project is an initiative of the Goethe-Institut project ‘House ofAfrican Feminisms’.

The "African Feminisms” project follows the triad formulated in the guidelines of the German feminist foreign policy which are: 

  • Women*s rights for feminist politics of the future  
  • Representation of feminist positions in politics and civil society, and artistic contexts
  • Access to resources for feminist opinion-forming and projects (finance, knowledge, community)


In the project, Civil Society Organisations (CSOs) and their feminist training programmes for young women play a critical role in promoting gender equality and empowerment. The organisations are based in six different countries and speak different languages (English, French, Portuguese). To enhance the effectiveness and accountability of these programmes, robust monitoring and evaluation (M&E) methods, as well as financial training and monitoring tools, are required. This consultancy aims to support CSOs in building capacity to monitor outcomes, evaluate impact, and ensure financial accountability.

Services Required

The Goethe-Institut is seeking the services of a consultant in Sub-Saharan Africa to deliver the following services in 2025 and 2026: 

  • Design M&E frameworks and tools for Civil Society Organisations implementing feminist training programmes targeting young women.
  • Compile comprehensive information and training material on financial monitoring for Civil Society Organisations to improve financial management and accountability.
  • Deliver a 2-day introductory Online workshop (1 day in English, 1 day in French) on M&E and financial monitoring for the participating CSOs (six different organisations in six countries of sub-Saharan Africa). 
  • Provide consultancy to CSOs (twice a year) for M&E and financial management during the implementation of training programmes.
  • Provide a short final report, incl. overview of implemented frameworks and tools as well as lessons learned.
Submissions on offer
  • A detailed CV highlighting relevant experience.
  • A technical proposal outlining the approach and methodology for this consultancy.
  • A financial proposal with a detailed budget breakdown.
Eligibility criteria
  • Proven experience in designing and implementing M&E frameworks for feminist or social justice programmes.
  • Expertise in financial management training and tools for non-profit organisations.
  • Knowledge of gender equality principles and feminist methodologies.
  • Strong facilitation and capacity-building skills.
  • Excellent communication skills and the ability to work with diverse stakeholders.
  • Strong English language skills
Award criteria (criteria for selection)
 

The project team of the Goethe-Institut will evaluate the different bids submitted based on the following award criteria: 

  • Quality of the proposed concept for developing Monitoring & Evaluation frameworks, and Financial Monitoring Tools for Civil Society Organisations (Understanding of the assignment, methodology & approach, work plan & timelines)
  • Proposed budget (Price) – estimated budget around 4000 EUR
  • Experience and Qualifications in the field 
  • French and Portuguese language skills 

The proposals with the highest number of cumulative points across all  sections will be awarded.
The Goethe-Institut reserves the right to ask for additional information after submission.
