Rechtliche Rahmen für die außerschulische Tätigkeit

An important issue is payment for the hours of extracurricular activities. According to Letter No. 09-1672 from the Russian Federation Ministry of Education and Science dated 18.08.2017 “About the area of focus for the Instructional guidelines on specifying the concept and content of the extracurricular activities within the framework of implementing main general educational programs, including in terms of project activities”:*
 
1. “Extracurricular activity is an integral and obligatory part of the main general education program.”
 
2. “Extracurricular activity shall be carried out by implementing working programs involving extracurricular activity. The work program for extracurricular activity is an obligatory element of the main educational program, along with other programs that are part of the content section in the main educational program.”
 
3. “The scope (hours) of the implemented work program of extracurricular activities is included in the educational (audit) workload for the teaching employee. Financial support for implementing the work programs of extracurricular activities is provided within the framework of implementing the main educational program due to subsidies for financial support for fulfilling state (municipal) objectives involving providing state (municipal) services (work performance) within the limits of the standard costs of implementing main educational programs.”
 
This means that extracurricular activities must be paid for in the same way as regular classes. For these reasons, the teacher must inform the school administration in a timely manner (at the time of charging for the following school year) about his/her intention to conduct a course of extracurricular activities, and coordinate all the organizational issues.
