About the client
The Goethe-Institut is the cultural institute of the Federal Republic of Germany with a global reach. We promote knowledge of the German language abroad and foster international cultural cooperation.
Description of the project
The project MOST IV supports Belarusian professionals – based in Belarus and abroad – in improving their professional competences and opportunities for the future. The core activity is a mobility scheme facilitating professional contacts between Belarusian and EU-based professionals and organizations. Interested Belarusian receive the possibility to get funding for travel and accommodation abroad and are supported in finding a first professional contact in the EU. The program works with the following priority sectors: culture, society, education, business, health & care and sustainability. In total, we expect a minimum of 670 participants in the project.
Description of services
Within the context of the MOST IV project, the service of Monitoring Management entails:
- Overseeing internal monitoring and evaluation (M&E) of all project activities incl. data collection and analysis,
- Developing survey instruments and implementing surveys
- Monitoring the implementation of the planned activities, outputs and outcomes against the indicators and target values set by the project’s logframe
- Processing collected data and making them available to the project and EU representatives; incl. compiling a monthly monitoring report
- Providing critical inputs, feedback, and M&E results for improvement of project approaches and activities
- Coordinating and contributing to project evaluations incl. regular reports and the final project report as well as presenting statistics at Steering Committee Meetings
- Reviewing narrative reports submitted by project participants
- Conducting interviews and focus groups with a sample of beneficiaries
- Developing additional M&E instruments to update on subsequent developments, achievements, sustainability of partnerships, etc.
Suitability criteria
- University degree in social science or equivalent or proven equivalent competences or professional monitoring & evaluation agency/ company.
- At least three-year professional experience in the development and implementation of M&E systems and the design of project evaluations
- Very good knowledge of data collection methods, very good quantitative and qualitative data analysis skills, as well as good data visualization skills
- Excellent reliability incl. ability to respect deadlines, strong responsibility, and initiative, attention to detail and accuracy
- Excellent communication skills; native Russian and Belarusian language expertise; fluent English
Price (30%)
Relevance of the specific work experience and references towards the project (30%)
Experience in international (specifically EU-funded) projects of staff assigned to performing the contract (20%)
Proven work experience in the context of Belarus (20%)
